Bank of Cyprus big savers to lose up to 60 percent

NICOSIA, Cyprus (AP) ? Big depositors at Cyprus' largest bank may be forced to accept losses of up to 60 percent, far more than initially estimated under the European rescue package to save the country from bankruptcy, officials said Saturday.

Deposits of more than 100,000 euros ($128,000) at the Bank of Cyprus will lose 37.5 percent in money that will be converted into bank shares, according to a central bank statement. In a second raid on these accounts, depositors also could lose up to 22.5 percent more, depending on what experts determine is needed to prop up the bank's reserves. The experts will have 90 days to figure that out.

The remaining 40 percent of big deposits at the Bank of Cyprus will be "temporarily frozen for liquidity reasons," but continue to accrue existing levels of interest plus another 10 percent, the central bank said.

The savings converted to bank shares would theoretically allow depositors to eventually recover their losses. But the shares now hold little value and it's uncertain when ? if ever ? the shares will regain a value equal to the depositors' losses.

Emergency laws passed last week empower Cypriot authorities to take these actions.

Analysts said Saturday that imposing bigger losses on Bank of Cyprus customers could further squeeze already crippled businesses as Cyprus tries to rebuild its banking sector in exchange for the international rescue package.

Sofronis Clerides, an economics professor at the University of Cyprus, said: "Most of the damage will be done to businesses which had their money in the bank" to pay suppliers and employees. "There's quite a difference between a 30 percent loss and a 60 percent loss." With businesses shrinking, Cyprus could be dragged down into an even deeper recession, he said.

Clerides accused some of the 17 European countries that use the euro of wanting to see the end of Cyprus as an international financial services center and to send the message that European taxpayers will no longer shoulder the burden of bailing out problem banks.

But German Finance Minister Wolfgang Schaeuble challenged that notion, insisting in an interview with the Bild daily published Saturday that "Cyprus is and remains a special, isolated case" and doesn't point the way for future European rescue programs.

Europe has demanded that big depositors in Cyprus' two largest banks ? Bank of Cyprus and Laiki Bank ? accept across-the-board losses in order to pay for the nation's 16 billion euro ($20.5 billion) bailout. All deposits of up to 100,000 are safe, meaning that a saver with 500,000 euros in the bank will only suffer losses on the remaining 400,000 euros.

Cypriot officials had previously said that large savers at Laiki ? which will be absorbed in to the Bank of Cyprus ? could lose as much as 80 percent. But they had said large accounts at the Bank of Cyprus would lose only 30 to 40 percent.

Asked about Saturday's announcement, University of Cyprus political scientist Antonis Ellinas predicted that unemployment, currently at 15 percent, will "probably go through the roof" over the next few years.

"It means that (people) ... have to accept a major haircut to their way of life and their standard of living. The social impact is yet to be realized, but they will be enormous in terms of social unrest and radical social phenomenon," Ellinas said.

There's also concern that large depositors ? including many wealthy Russians ? will take their money and run once capital restrictions that Cypriot authorities have imposed on bank transactions to prevent such a possibility are lifted in about a month.

Cyprus agreed on Monday to make bank depositors with accounts over 100,000 euros contribute to the financial rescue in order to secure 10 billion euros ($12.9 billion) in loans from the eurozone and the International Monetary Fund. Cyprus needed to scrounge up 5.8 billion euros ($7.4 billion) on its own in order to clinch the larger package, and banks had remained shut for nearly two weeks until politicians hammered out a deal, opening again on Thursday.

But fearing that savers would rush to pull their money out in mass once banks reopened, Cypriot authorities imposed a raft of restrictions, including daily withdrawal limits of 300 euros ($384) for individuals and 5,000 euros for businesses ? the first so-called capital controls that any country has applied in the eurozone's 14-year history.

The rush didn't materialize as Cypriots appeared to take the measures in stride, lining up patiently to do their business and defying dire predictions of scenes of pandemonium.

Under the terms of the bailout deal, the country' second largest bank, Laiki ? which sustained the most damaged from bad Greek debt and loans ? is to be split up, with its nonperforming loans and toxic assets going into a "bad bank." The healthy side will be absorbed into the Bank of Cyprus.

On Saturday, economist Stelios Platis called the rescue plan "completely mistaken" and criticized Cyprus' euro partners for insisting on foisting Laiki's troubles on the Bank of Cyprus.

Cell reprogramming during liver regeneration

During embryonic development, animals generate many different types of cells, each with a distinct function and identity.

"Although the identities of these cells remain stable under normal conditions, some cells can be persuaded to take on new identities, through reprogramming," says Ben Stanger, MD, PhD, assistant professor of Medicine in the Division of Gastroenterology at the Perelman School of Medicine, University of Pennsylvania.

Researchers have been able to reprogram cells experimentally, but few have shown that cells can change their identities under normal physiological conditions in the body, particularly in mammals.

In the cover article of this month's issue of Genes and Development, Stanger, PhD candidate Kilangsungla Yanger, Yiwei Zong, PhD, and their colleagues, did just that in the liver of a mouse. Stanger is also an investigator in the Abramson Family Cancer Research Institute and the Department of Cell and Developmental Biology.

The adult liver contains two major cell types ? hepatocytes and biliary cells ? that differ dramatically in appearance and function. Hepatocytes are the main cell type in the liver, where they synthesize proteins and other macromolecules, and detoxify toxic substances. Biliary cells, on the other hand, line the bile ducts, which carry bile from the liver to the small intestine to help digest fats.

Using a sensitive method to tag and track how cells develop and differentiate, the researchers found that conditional expression of an activated Notch1 gene converted hepatocytes into biliary cells. Notch is an important receptor for relaying signals to tell cells how to develop.

What's more, after the researchers injured liver cells with a variety of toxins to stimulate wound healing, they found that over two to three weeks hepatocytes activated a biliary cell program on their own, acquiring the shape and function of biliary cells. These changes were dependent on the activation of endogenous Notch signaling.

"This is direct evidence that cells can be converted from one mature cell type to another in a live animal, as part of a normal response to injury," says Stanger. "We think that augmenting pre-existing cell reprogramming relationships may be another way to engineer cells for the treatment of diseases in which there are not enough bile ducts, such as cholestasis."

Kenyatta won Kenya's presidency fairly: Supreme Court

NAIROBI (Reuters) - Kenya's Supreme Court upheld Uhuru Kenyatta's presidential election victory on Saturday and his defeated rival accepted the ruling, helping douse tensions after tribal violence blighted the election five years ago.

The decision cleared the way for Kenya's richest man to take the top job in east Africa's biggest economy, but left Western powers with the headache of dealing with a leader charged with crimes against humanity at the International Criminal Court.

After the judgment, police fired shots in the air and tear gas at hundreds of stone-throwing youths in the western city of Kisumu, a stronghold of defeated candidate Raila Odinga, who had challenged Kenyatta's win. Protesters looted shops and burned tires in the city that was a flashpoint five years ago.

An official at Kenya's Red Cross said two people were killed from gunshots, and 11 others were wounded. But the violence was less severe than after the 2007 election.

And shortly after the court ruling, Odinga delivered a televised statement accepting the court's unanimous decision.

"The court has now spoken," Odinga said. "I wish the president-elect, honorable Uhuru Kenyatta, and his team well."

Western donors, worried about a nation seen as a vital ally in the regional battle against militant Islam, also congratulated Kenyatta. But they have said his indictment in the Hague will complicate their relations.

There was no immediate sign of major flare-ups in other areas of Kenya blighted by violence after the disputed ballot in 2007 that triggered bloodshed and killed more than 1,200 people.

During a 10-minute session to read the ruling, Chief Justice Willy Mutunga said the six-member court had reached the unanimous decision that Kenyatta and his running mate for deputy president, William Ruto, had been "validly elected".

"It is now for the Kenyan people, their leaders, civil society, the private sector and the media to discharge (their duty), to ensure that the unity, peace, sovereignty and prosperity of the nation is preserved," he said.

After a week of hearings, he said the court ruled that the March 4 vote was conducted in a free, fair and credible manner.

Many Kenyans said they were determined to avoid a re-run of the violence five years ago and that, this time round, they had more trust in the newly reformed judiciary and the chief justice, Mutunga, a well-respected lawyer appointed in 2011.

Kenyatta, in a televised address, thanked the court for its work and also Odinga for wishing him well. The president-elect promised his government would "work with and serve all Kenyans without any discrimination whatsoever."

"MADE KENYA PROUD"

Peaceful voting in this year's vote, and the fact the dispute was played out by lawyers not machete-wielding gangs, has helped repair Kenya's image.

Paramilitary police, some on horseback, formed a security cordon around the court before the ruling, keeping back a few dozen Odinga supporters who had defied a ban on rallies.

After the ruling, Kenyatta's backers ignored the rain and took to Nairobi's streets cheering. Cars hooted their horns.

Twitter lit up after the decision, with many saying it was time for Kenya to move on. Judith Sidi Odhiambo? praised the chief justice: "You have made Kenya proud and restored our dignity. Well done. We can now move ahead as a nation."

Kenyatta comfortably beat Odinga in total votes won, but only just avoided a run-off by edging above the 50 percent mark.

Kenyatta is facing charges of crimes against humanity in the Hague-based court, accused of helping incite violence after the 2007 vote. Kenyatta denies the charges and has promised to cooperate with the court to clear his name.

In Washington, the White House issued a statement congratulating Kenyatta on his victory.

It said: "We also congratulate the people of Kenya on the peaceful conduct of the election and commend Raila Odinga for accepting the Supreme Court's decision. We urge all Kenyans to peacefully accept the results of the election."

British Prime Minister David Cameron wrote to Kenyatta to congratulate him. European Commission President Jose Manuel Barroso sent a congratulatory message that also welcomed the new government's commitment to abiding by international obligations.

That referred to Kenyatta's acceptance speech on March 9 in which he promised to cooperate with international bodies but - in an apparent swipe at the West - said the world should also respect the democratic will of Kenyans.

Western nations have a policy of only "essential contacts" with court indictees. They say that will not affect dealings with the government as a whole, but will worry the issue could drive a long-time ally closer to emerging powers such as China.

Ahead of the ruling the Kenyan shilling had been trading in a tight range to the U.S. dollar and traders said it could strengthen if the ruling upheld Kenyatta's victory.

Seasonally adjusted ?initial? unemployment claims increased by 16,000 to 357,000 claims from 341,000 claims for the prior week while seasonally adjusted ?continued? claims declined by 27,000 claims to 3.050 million resulting in an ?insured? unemployment rate of 2.4%.?

Since the middle of 2008 though, two federal government sponsored ?extended? unemployment benefit programs (the ?extended benefits? and ?EUC 2008? from recent legislation) have been picking up claimants that have fallen off of the traditional unemployment benefits rolls.?

Currently there are some 1.90 million people receiving federal ?extended? unemployment benefits.?

Taken together with the latest 3.46 million people that are currently counted as receiving traditional continued unemployment benefits, there are 5.36 million people on state and federal unemployment rolls.?

Internet slowed by cyber attack on spam blocker

LONDON (Reuters) - One of the largest ever cyber attacks is slowing global internet services and the disruption could get worse, experts said on Wednesday, after an organization blocking "spam" content became a target.

Spamhaus, a London and Geneva-based non-profit group which helps weed out unsolicited "spam" messages for email providers, said it had been subjected to "distributed denial of service" (DDoS) attacks on an unprecedented scale for more than a week.

"Based on the reported scale of the attack, which was evaluated at 300 Gigabits per second, we can confirm that this is one of the largest DDoS operations to date," online security firm Kaspersky Lab said in a statement.

"There may be further disruptions on a larger scale as the attack escalates."

Spamhaus publishes blacklists used by internet service providers (ISPs) to weed out spam in email traffic.

The group is directly or indirectly responsible for filtering as much as 80 percent of daily spam messages, according to Cloudflare, a company that said it was helping Spamhaus mitigate the attack.

"We've been under this cyber-attack for well over a week," Steve Linford, chief executive of Spamhaus, told the BBC. "They are targeting every part of the internet infrastructure that they feel can be brought down."

Perpetrators of DDoS attacks typically target websites by flooding servers with messages from multiple systems so they cannot identify and respond to legitimate traffic.

Paul Vlissidis, group technical director at internet security firm NCC, said the volumes of traffic involved in the attack were having a knock-on effect on the rest of the internet.

Because many computers were involved in the attack, it was difficult to defend against.

"If you have a few computers sending large amounts of traffic you can filter them out easily. When literally thousands and thousands are involved it makes it much, much harder," he told Reuters.

However, according to thinkbroadband, an independent British information website which allows users to test their broadband speed, there appeared to be little evidence of a slowdown.

"Of course it is possible that people may be finding some services or sites they access over the Internet are performing slower than usual ... but there appears to be no evidence to say that UK broadband users have been slowed down across the board," it said on its blog.

Humans don't "own" their own genes, the cellular chemicals that define who they are and what diseases they might be at risk for. Through more than 40,000 patents on DNA molecules, companies have essentially claimed the entire human genome for profit, report two researchers who analyzed the patents on human DNA. Their study, published March 25 in the journal Genome Medicine, raises an alarm about the loss of individual "genomic liberty."

In their new analysis, the research team examined two types of patented DNA sequences: long and short fragments. They discovered that 41 percent of the human genome is covered by longer DNA patents that often cover whole genes. They also found that, because many genes share similar sequences within their genetic structure, if all of the "short sequence" patents were allowed in aggregate, they could account for 100 percent of the genome.

Furthermore, the study's lead author, Dr. Christopher E. Mason of Weill Cornell Medical College, and the study's co-author, Dr. Jeffrey Rosenfeld, an assistant professor of medicine at the University of Medicine & Dentistry of New Jersey and a member of the High Performance and Research Computing Group, found that short sequences from patents also cover virtually the entire genome -- even outside of genes.

"If these patents are enforced, our genomic liberty is lost," says Dr. Mason, an assistant professor of physiology and biophysics and computational genomics in computational biomedicine at the Institute for Computational Biomedicine at Weill Cornell. "Just as we enter the era of personalized medicine, we are ironically living in the most restrictive age of genomics. You have to ask, how is it possible that my doctor cannot look at my DNA without being concerned about patent infringement?"

The U.S. Supreme Court will review genomic patent rights in an upcoming hearing on April 15. At issue is the right of a molecular diagnostic company to claim patents not only on two key breast and ovarian cancer genes -- BRCA1 and BRCA2 -- but also on any small sequence of code within BRCA1, including a striking patent for only 15 nucleotides.

In its study, the research team matched small sequences within BRCA1 to other genes and found that just this one molecular diagnostic company's patents also covered at least 689 other human genes -- most of which have nothing to do with breast or ovarian cancer; rather, its patents cover 19 other cancers as well as genes involved in brain development and heart functioning.

"This means if the Supreme Court upholds the current scope of the patents, no physician or researcher can study the DNA of these genes from their patients, and no diagnostic test or drug can be developed based on any of these genes without infringing a patent," says Dr. Mason.

One Patented Sequence Matched More Than 91 Percent of Human Genes

Dr. Mason undertook the study because he realized that his research into brain and cancer disorders inevitably involved studying genes that were protected by patents.

Under U.S. patent law, genes can be patented by those researchers, either at companies or institutions, who are first to find a gene that promises a useful application, such as for a diagnostic test. For example, the patents received by a company in the 1990s on BRCA1 and BRCA2 enables it to offer a diagnostic test to women who may have, or may be at risk for, breast or ovarian cancer due to mutations in one or both of these genes. Women and their doctors have no choice but to use the services of the patents' owner, which costs $3,000 per test, "whereas any of the hundreds of clinical laboratories around the country could perform such a test for possibly much less," says Dr. Mason.

The impact on these patents is equally onerous on research, Dr. Mason adds.

"Almost every day, I come across a gene that is patented -- a situation that is common for every geneticist in every lab," says Dr. Mason. Dr. Mason and his research partner sought to determine how many other genes may be impacted by gene patents, as well as the overall landscape of intellectual property on the human genome.

To conduct the study, Dr. Mason and Dr. Rosenfeld examined the structure of the human genome in the context of two types of patented sequences: short and long fragments of DNA. They used matches to known genes that were confirmed to be present in patent claims, ranging from as few as 15 nucleotides (the building blocks of DNA) to the full length of all patented DNA fragments.

Before examining the patented sequences, the researchers first calculated how many genes had common segments of 15 nucleotide (15mer), and found that every gene in the human genome matched at least one other gene in this respect, ranging from as few as five matches 15mer to as many as 7,688 gene matches. They also discovered that 99.999 percent of 15mers in the human genome are repeated at least twice.

"This demonstrates that short patent sequences are extremely non-specific and that a 15mer claim from one gene will always cross-match and patent a portion of another gene as well," says Dr. Mason. "This means it is actually impossible to have a 15mer patent for just one gene."

Next, researchers examined the total sequence space in human genes covered by 15mers in current patent claims. They found 58 patents whose claims covered at least 10 percent of all bases of all human genes. The broadest patent claimed sequences that matched 91.5 percent of human genes. Then, when they took existing gene patents and matched patented 15mers to known genes, they discovered that 100 percent of known genes are patented.

"There is a real controversy regarding gene ownership due to the overlap of many competing patent claims. It is unclear who really owns the rights to any gene," says Dr. Rosenfeld. "While the Supreme Court is hearing one case concerning just the BRCA1 patent, there are also many other patents whose claims would cover those same genes. Do we need to go through every gene to look at who made the first claim to that gene, even if only one small part? If we resort to this rule, then the first patents to be granted for any DNA will have a vast claim over portions of the human genome."

A further issue of concern is that patents on DNA can readily cross species boundaries. A company can have a patent that they received for cow breeding and have that patent cover a large percentage of human genes. Indeed, the researchers found that one company owns the rights to 84 percent of all human genes for a patent they received for cow breeding. "It seems silly that a patent designed to study cow genetics also claims the majority of human genes," says Dr. Rosenfeld.

Finally, they also examined the impact of longer claimed DNA sequences from existing gene patents, which ranged from a few dozen bases up to thousands of bases of DNA, and found that these long, claimed sequences matched 41 percent (9,361) of human genes. Their analysis concluded that almost all clinically relevant genes have already been patented, especially for short sequence patents, showing all human genes are patented many times over.

"This is, so to speak, patently ridiculous," adds Dr. Mason. "If patent claims that use these small DNA sequences are upheld, it could potentially create a situation where a piece of every gene in the human genome is patented by a phalanx of competing patents."

In their discussion, the researchers argue that the U.S. Supreme Court now has a chance to shape the balance between the medical good versus inventor protection, adding that, in their opinion, the court should limit the patenting of existing nucleotide sequences, due to their broad scope and non-specificity in the human genome.

"I am extremely pro-patent, but I simply believe that people should not be able to patent a product of nature," Dr. Mason says. "Moreover, I believe that individuals have an innate right to their own genome, or to allow their doctor to look at that genome, just like the lungs or kidneys. Failure to resolve these ambiguities perpetuates a direct threat to genomic liberty, or the right to one's own DNA."

When it's hot outside, people crank up air conditioners that usually suck electricity from coal- and natural gas-fired power plants at the root of human-caused global warming. This seems like a recipe for disaster, but it's more sustainable than living in a cold climate and cranking up the heat, a new paper suggests.

"The traditional view that living in hot desert areas is not sustainable should be re-examined," Michael Sivak, a research professor at the University of Michigan, Ann Arbor, told NBC News. "Because my data suggest that from this point of view ? mainly a climate control point of view ? living in very cold areas is less sustainable than hot areas."

He compared the energy demands for indoor heating and cooling in Minneapolis, Minn., the coldest metropolitan area in the country, with those in Miami, Fla., the warmest big city. He found the demands are 3.5 times greater in Minnesota.

The biggest factor in his comparison is the number of heating or cooling days per year, which reflects the demand for energy needed to heat or cool a building. The measure is calculated by comparing the mean daily outdoor temperature with 18 degrees Celsius (64.4 degree Fahrenheit). So, for example, a 10 degree Celsius day corresponds to 8 heating degree days. A 25 degree Celsius day corresponds to 7 cooling degree days. In earlier research, Sivak found that Minneapolis has 4,376 heating degree days and Miami has 2,423 cooling degree days per year.

"The need for heating in Minneapolis is more energy demanding than cooling in Miami because the difference of the ambient temperature from the desired temperature is greater in Minneapolis than in Miami," Sivak explained.

His comparison also included:

  • the efficiencies of heating and cooling appliances (a typical air conditioner is about four times more energy efficient than a typical furnace or boiler primarily because it takes more energy to heat up a room than it does to cool it);?
  • and the efficiencies of power plants, which generate nearly all the electricity used in cooling and 7 percent for heating. ("In terms of power plant efficiencies, cooling is worse than heating," he noted).?

When all three parameters are taken into consideration, including cooling days in Minnesota and heating days in Miami, Sivak found that Minneapolis is 3.5 times as energy-demanding as Miami.

The study doesn't examine what happens as the planet warms, and thus fewer heating days are needed in places such as Minnesota, Buffalo, N.Y., and Portland, Ore., and more cooling days are required in Miami, Phoenix and Las Vegas, but the finding may be a silver lining of global warming.

"Proportionately, you would be shifting the needs," Sivak said. "You would be heating less and you would be cooling more."

In fact, he noted in a paper published Wednesday in Environmental Research Letters, the impact of warm-city living may be even more pronounced than suggested by his calculations since "people are generally more tolerant of heat than of cold."

In other words, people are more likely to turn on their heater when there's a nip in the air than they are their AC when the temperatures begin to rise.

While all of this sounds reasonable, "you run up against basic physical constraints in a hot place that you don't in a cold place," Austin Troy, director of the transportation research center at the University of Vermont, told NBC News. Troy is also the author of The Very Hungry City, a book that illustrates the energy demands of living in warm climates.

For example, in a cold place you can build an passive solar house that uses very little energy to heat it, but similar options are lacking for people living in hot climates. And as the climate warms, in the "sun belt there'll be significantly increased cooling demands for the summer," he added.

U.S. film festival cancels award to UK film after tax scam

LONDON (Reuters) - A U.S. film festival has withdrawn an award given to a British movie about a Gulf War veteran seeking justice after a London court jailed five people for making the movie as part of 2.8 million pound ($4.3 million) tax scam.

Tax inspectors were told that A-listers from Hollywood would be starring in a 19.6 million pound production that would be shot in Britain.

But the gang never intended to make the film "Landscape Of Lives," Southwark Crown Court in London heard on Monday.

"The real intent was to defraud the public purse of nearly 1.5 million pounds in VAT along with nearly 1.3 million in film tax credit claims," the HMRC revenue department said.

When tax inspectors started becoming suspicious, the gang tried to cover their tracks by actually making a low-budget film about a Gulf War veteran seeking justice for a murdered comrade.

Just as in this year's Oscar Best Picture winner "Argo" - in which the CIA dreams up a fake sci-fi movie, complete with screenplay, posters and advertisements as cover for a hostage-rescue mission - the low-budget production was announced in film industry magazines.

It then even went on to win a Silver Ace award at last year's Las Vegas film festival.

A spokeswoman from the festival was the award was "simply a participation award".

"The acknowledgment has since been rescinded," she told Reuters on Tuesday.

HMRC said in a statement that gang leader Bashar Al-Issa, 35, along with former Irish actress Aoife Madden, Tariq Hassan, Ian Sherwood and Osama Al Baghdady, owned Evolved Pictures.

They told their auditors that they had a budget of more than 19 million pounds, provided by a Jordanian company, to produce a blockbuster film in Britain.

"Evolved Pictures told HMRC that millions of pounds of work had been spent on the film, including paying actors and film set managers, claiming this meant a VAT repayment was due of 1.48 million pounds," the HMRC statement said.

"However, during checks, HMRC found that the work had not been done and most of the so-called suppliers and film studios had never heard of the gang.

"Furthermore, capitalizing on a scheme designed to support genuine British film makers, Evolved made fraudulent tax credit claims of 256,385 pounds, while preparing to submit a further claim of 1.03 million pounds."

"After they were arrested, the gang came up with an elaborate plan to cover their tracks and hide the fraud by shooting a film on a shoestring, called "A Landscape of Lies," featuring two television personalities."

The movie, released on DVD in 2011, included in its cast an actor from the soap opera "EastEnders", Marc Bannerman, and television presenter Andrea McLean, both of whom had no knowledge of the fraud.

Al-Issa, described as the orchestrator of the fraud, was jailed for 6-1/2 years.

Actor Madden, said to have submitted a "pack of lies" to inspectors about the project, was sentenced to four years and eight months.

Hassan and Al Baghdady received four-year jail sentences.

Sherwood, who allowed his offices to be used for the fraud, was sentenced to 3-1/2 years in jail.

Fiber optic cables are usually made of glass or plastic but those materials actually slow down the transmission of light ever so slightly. Researchers at the University of Southampton in the UK have created a hollow fiber optic cable filled with air that's 1000 times faster than current cables. Since light propagates in air at 99.7 percent of the speed of light in a vacuum, this new hollow fiber optic cable is able to reach data speeds of 10 terabytes (!) per second. Now that's fast. While the idea isn't new, it's previously been hampered by signal degradation when light travels around corners. This new hollow fiber optic cable reduces data loss to a manageable 3.5dB/km, making it suitable for use in supercomputer and data center applications. Isn't science wonderful?

As a federal agency, NASA can't run commercials -- a problem both for rallying broader public support and fostering the next generation of astronauts. The Aerospace Industries Association has both cultural and very practical reasons for improving that public awareness, so it's taking the unusual step of crowdfunding an ad purchase to get the American space program in front of as many eyes as possible. The project would cut a 30-second version of NASA's We Are the Explorers promo (after the break), minus the administration's official endorsement, and run it in at least 50 major movie theaters for eight weeks following the launch of Star Trek Into Darkness on May 17th. The crowdfunding is ostensibly to demonstrate our collective love of space, and would directly translate any money raised beyond the $33,000 goal into ads for more theaters. A cynical industry move? Maybe -- but we won't build starships without a public that's interested in seeing them beyond movie screens, which makes the ad a noble enough cause in our minds.

WASHINGTON (AP) ? President Barack Obama challenged Congress Monday to "finish the job" of finalizing legislation aimed at overhauling the nation's immigration system.

With members of the House and Senate away on spring break, Obama made his most substantive remarks on the difficult issue in more than a month, saying he expects lawmakers to take up debate on a measure quickly and that he hopes to sign it into law as soon as possible.

"We've known for years that our immigration system is broken," the president said at a citizenship ceremony at the White House. "After avoiding the problem for years, the time has come to fix it once and for all."

The president spoke at a ceremony for 28 people from more than two dozen countries, including Afghanistan, China and Mexico. Thirteen of the new citizens are active duty service members in the U.S. military. The oath of allegiance was administered by Homeland Security Secretary Janet Napolitano.

While Obama has hosted citizenship ceremonies in previous years, Monday's event was laced with politics, given the ongoing debate over immigration reform on Capitol Hill. A bipartisan group of eight senators is close to finishing draft work on a bill that would dramatically reshape the U.S. immigration and employment landscape, putting 11 million illegal immigrants on a path to citizenship. The measure also would allow tens of thousands of new high- and low-skilled workers into the country.

The president applauded the congressional effort so far, but pressed lawmakers to wrap up their discussions quickly.

"We've got a lot of white papers and studies," Obama said. "We've just got to, at this point, work up the political courage to do what's required."

Immigration shot to the forefront of Obama's domestic agenda following the November election. Hispanics made up 10 percent of the electorate and overwhelmingly backed Obama, in part because of the tough stance on immigration that Republicans took during the campaign.

The election results spurred Republicans to tackle immigration reform for the first time since 2007 in an effort to increase the party's appeal to Hispanics and keep the GOP competitive in national elections.

Obama and the bipartisan Senate group are in lockstep on some key principles of a potential immigration bill, including the need for a pathway to citizenship, strengthening the legal immigration system, and cracking down on businesses that employ illegal immigrants. But they're at odds on other important areas, including whether to link border security with starting the citizenship pathway, which the Senate supports.

The White House has largely backed the Senate process, but says it has its own immigration bill ready if the debate on Capitol Hill stalls.

Obama touted the benefits of immigration at Monday's ceremony, saying it keeps the U.S. vibrant and prosperous.

"It is part of what makes this such a dynamic country," he said at the event in the White House East Room.

Among those being sworn in as a new citizen was Nikita Kirichenko, who came to the U.S. from Ukraine at age 11 and later joined the Air Force. The president also singled out Kingsley Elebo, who pursued a master's degree in information technology after coming to the U.S. from Nigeria at age 35. Elebo is now studying for his doctorate.

The president then read a quote from Elebo about what it means to become a citizen.

"What Kingsley said is, 'What makes this country great is that if you're a citizen you're part of something bigger than yourself'," Obama said.
