Home sales rise in Columbia, SC as inventory, prices shrink ...

COLUMBIA, SC The housing market is making a comeback in Columbia as sales rise and inventories shrink. But there are some roadblocks that could keep it from rebounding quickly.

Home building permits and sales of new and used homes in the Midlands soared in October, putting the area on pace for its best year since 2008 ? just before the Great Recession caused home sales to plunge, along with the broader economy.

But before the celebration begins, a couple of major hurdles ? including the federal government?s looming ?fiscal cliff? and lending for small builders ? must be resolved, said Earl McLeod, executive director for the Home Builders Association of Greater Columbia.

?We?re ready to buy the champagne, but we?re not ready to pop the top,? he said.

Signs that the market is in full recovery mode include:

? Builders took out 234 permits for new homes in October in the Midlands. That is a 40 percent jump from last year and the most new permits through the first 10 months of the year since the same period in 2008, according to a new report from the home builders association.

? Home sales spiked 30 percent in the Columbia area as the inventory of homes on the market slipped to 11 months ? nearing a more normal market after peaking in the spring of 2011 at 16.5 months, according to a report Wednesday from the S.C. Realtors trade group. That virtually ties with 2009 ? when the housing market was propped up by an $8,000 federal tax credit for first-time home buyers ? as the best first 10 months of the year since 2008. Statewide, sales jumped 24 percent and inventory shrank to 10 months.

? Pending sales ? in which a contract has been signed but the sale has not been completed ? jumped 42 percent in October in the Columbia area. That suggests those sales will close in the coming months, meaning the area should see a strong finish to the year after a dismal 2011.

Russell & Jeffcoat Real Estate ? the largest real estate firm based in the Midlands, which represents a range of builders ? saw its October sales jump 37 percent, said Ron Roe, the company?s chief executive officer.

?It was the best October we have had in probably seven years,? he said.

Builder incentives had a lot to do with the increase in sales, Russell & Jeffcoat broker Len Ross said. Some builders in the area are paying closing costs for buyers in the $300,000 and above range, he said. And some are touting energy efficient green construction, he said.

The competition with new construction also has caused home sellers to get real on pricing, Ross said.

?I think we?ve seen a change in sellers? attitudes over the past six months in getting real with their prices, and so they?re getting more competitive,? he said.

That is reflected in the median price of homes sold in the area in October, which was down 6 percent to $139,500 in October. Statewide, the median price remained fairly steady at $149,900.

Homes priced in the $200,001-$300,000 price range sold best in October, according to the report, followed closely by homes in the $100,000 and under range. Homes selling for $300,000 or more performed worst.

?The trend is good,? McLeod said. But, ?there are some big question marks remaining. The major question mark, not only for home building but for all businesses, is what happens with the fiscal cliff.?

In January, $1.2 trillion in automatic cuts to the federal budget ? known as the fiscal cliff ? will kick in if Congress and President Obama do not reach a spending compromise. Some economists predict that could plunge the country back into recession.

That could stymie the housing recovery and hurt small businesses, such as home builders, McLeod said. Smaller builders already are hurting from strict lending standards that are keeping them from building new homes, he said.

But larger regional and national builders are starting to fill out neighborhoods that were left half built during the economic downturn, he said.

And Irmo?s Mungo Homes said it plans to start building new neighborhoods in the Midlands in the coming year on land the company bought seven years ago and never developed, said Steven Mungo, chief executive officer.

?We?re spending a lot of time on planning for tracts that we?ve owned for quite a while that we?ve just had on the shelf,? he said.

It all adds up to a promising 2013, Russell & Jeffcoat?s Roe said.

?What we are seeing now is ? we all predict ? a real strong demand for new homes during spring and summer of 2013,? Roe said. ?The future for the Columbia real estate market is really bright right now.?

Malaga faces UEFA action over unpaid player wages

GENEVA (AP) -Champions League contender Malaga is facing UEFA sanctions for failing to pay millions of euros (dollars) of players' wages on time, and will likely have some prize money withheld.

UEFA said Friday that investigators from its Club Financial Control Body have referred Malaga and eight other clubs to the panel's judging chamber.

Malaga, which is owned by a Qatari investor, has reportedly failed to pay players a combined ?9 million ($11.6 million).

The Spanish club has qualified for the last 16 of the Champions League and is due at least ?25 million ($32 million) in prize money, bonuses and a share of Spanish television revenues from UEFA.

UEFA said the judging panel will examine nine clubs who played in this season's Champions League and Europa League whose prize money has been frozen because of unpaid players' wages, transfer fees or social taxes.

Sixteen clubs have been cleared - including defending Europa League champion Atletico Madrid, Sporting Lisbon and Fenerbahce - and will now receive their prize money after being cleared by the UEFA finance monitors.

Investigators "adjudged that the necessary financial requirements had been implemented" by a Sept. 30 deadline, UEFA said in a statement.

UEFA published a list of 23 clubs under investigation in September who owed a combined ?30 million ($38.4 million) in so-called "overdue payables."

Clubs must pay their football and tax debts as a condition of getting a license from their national association to play in UEFA competitions.

Malaga will be joined in the UEFA court by eight Europa League entrants: Bucharest clubs Dinamo and Rapid, Serbian clubs Partizan and Vojvodina, Hajduk Split and Osijek of Croatia, plus Lech Poznan of Poland and Arsenal Kiev of Ukraine. The latter two have been added to the original list of 23 since September.

UEFA has enforced a licensing system for almost a decade, but the rules and potential sanctions have gained a higher profile in the "Financial Fair Play" era.

Since 2011, UEFA has been monitoring clubs' finances more closely and now requires them to aim toward breaking even on their football-related business as a condition of entry for the Champions League and Europa League.

The two competitions have attracted total commercial revenue of almost ?1.6 billion ($2.1 billion) for each season from 2012-15, with most shared among clubs playing in the group stages.

US birth rates hit record lows; immigrants' plunge

American women had far fewer babies after the onset of the Great Recession, which made 2011 the year with the nation?s lowest recorded birth rate. But it is immigrant women, specifically Mexican immigrant women, who had the steepest drop in births, a 23 percent lower birth rate between 2007 and 2010. ?By comparison, the drop during those years for U.S.-born women was 6 percent, ?and among all foreign-born women it was 14 percent.

According to the new Pew Research Center report released today, it was not just foreign-born Latinas who had fewer children. ?The authors,?demographers D?Vera Cohn and Gretchen Livingston, report that ?U.S.-born Hispanic women also had larger birth rate declines in the years between 2007 and 2010 than women of other ethnic or racial groups.

The numbers tell the picture quite clearly. Between 1990 and 2010, for example, the birth rate among U.S.-born Hispanic women dropped from 82.4 percent to 65.4 percent, a 21-point decline. ?Among foreign-born Latinas, there was a 30 percent drop from 1990 to 2010. ? And during the Great Recession years, between 2007 and 2010, births to Mexican women went down from 455,000 births in 2007 to 346,000 ? a 24 percent drop.

While the authors say the report does not address the reasons for the birth declines after 2007, they point out previous Pew Research analysis which finds ?that the recent fertility decline is closely linked to economic distress.? ?The report notes that states with the largest economic declines from 2007 to 2008 were most likely to see fertility declines from 2008 to 2009. ?Hispanics had the largest decline in household wealth ? 66 percent ? during the Great Recession, as well as higher unemployment and poverty rates.

The report?s findings do not surprise Leticia Mederos, vice president of the National Partnership for Women and Families. ?The size of a family is clearly an issue of economic security to so many Latino families, and very connected to pocketbook issues,? she notes.

It is important to note, however, that immigrants and their families are projected to account for 82 percent of the U.S. population by 2050. ?In fact, the 23 percent share of all 2010 births to foreign-born mothers was higher than the 17 percent share of women immigrants ages 15 to 44. ?And of all Hispanic births in 2010, 56 percent were to immigrant mothers.

One interesting finding is the age at which immigrant women have children. More immigrant women over the age of 35 give birth than do U.S.- born women. ?In 2010, 33 percent of births to women aged 35 or older were among immigrant women.? Conversely, very few foreign-born women are teen moms (5 percent) in part because of the age profile of immigration.

Falcons get even with archrival Saints

The Atlanta Falcons have had a few close calls, but only one blemish on their record. It came at New Orleans.

On Thursday night, the archrival Saints visit the Georgia Dome, with the Falcons not only looking for vengeance, but with a chance to get in position to clinch a playoff spot.

"I didn't know that," running back Michael Turner said when told the Falcons take the NFC South with a victory and a Tampa Bay loss at Denver on Sunday. "You just focus on this week. We know nothing is guaranteed."

Well, some things are pretty close to a certainty, such as the Saints giving the Falcons a tussle. New Orleans has won 11 of the last 13 meetings, including that 31-27 victory on Nov. 11. Of course, the Saints (No. 15 in the AP Pro32) are a much different ? read better ? team at the Superdome than in Atlanta's building.

To beat Atlanta (No. 3, AP Pro 32), which is a 3?- point favorite, New Orleans probably needs to turn this game into a shootout. The problem there is that the Falcons are pretty good at those type of games and rank sixth in yards gained this year, ahead of the Saints, who are eighth.

It should be an entertaining game for the national TV audience, and a profitable night for the Falcons, who will secure at least a wild card of they win and Seattle loses.

MANHATTAN, Kan. -- When it comes to stopping illness, social media posts and tweets may be just what the doctor ordered.

A Kansas State University-led research team is looking at social media as a tool to reduce and prevent diseases from spreading. Researchers are studying whether a well-timed post from a public authority or trustworthy person could be as beneficial as flu shots, hand-washing or sneezing into an elbow.

"Infectious diseases are a serious problem and historically have been a major cause of death," said Faryad Sahneh, Kansas State University doctoral candidate in electrical engineering who is modeling the spread of epidemics in an effort to reduce them. "During the last decades there has been a huge advancement in medication and vaccination, which has helped save many peoples' lives. But now there also has been a revolution in communication and information technology that we think could be used to develop an even more robust preventative society against infectious diseases."

Sahneh is working on the project with Kansas State University researchers Caterina Scoglio, associate professor of electrical and computer engineering and expert in complex network modeling; Gary Brase, associate professor of psychology who studies how people make decisions; and Walter Schumm, professor of family studies and human services who studies family dynamics.

Collaborators also include Daniel J. Kruger, a public health scientist at the University of Michigan's School of Public Health; Fahmida N. Chowdhury, an expert in dynamical systems theory and control at the National Science Foundation; and Michael L. Parchman, director of the MacColl Center for Health Care Innovation.

According to Scoglio, having research collaborators from a wide range of relevant disciplines helps the team develop more comprehensive and accurate models that account for realistic human behavior.

Brase, for example, is collecting data by surveying college-age students about social media and what preventative measures they use against illness.

Results indicate that a majority of participants get their information predominately from Facebook and a few other social media sites. Moreover, the majority of participants stated they would be willing to increase preventative behaviors such as washing their hands more, taking vitamins or getting a flu shot if asked to do so.

"However, we also saw that restricting contact with family and friends is something that people are not willing to do," Brase said. "If you think about how diseases are spread, one of the best things you can do is to not interact with other people. But we've seen that this is one thing that people are not very excited about doing."

As well as gathering information about human behavior, the team is identifying the various groups that need to be reached with social media.

One critical group is individuals such as teachers or public officials who regularly interact with a large number of the public, Scoglio said. If exposed to a disease, these individuals can potentially infect everyone they interact with throughout the day. Reaching that group, though, could help suppress the disease spreading.

"If 30 people in that group get a flu vaccine, they will have less probability of getting the flu," Sahneh said. "But, by being vaccinated, it's also benefiting all who come into contact with those 30 people because there is now a reduced chance of the flu being transmitted by those 30 individuals. So reaching that group is pretty important."

Researchers are also exploring who is the most effective or influential at distributing information through social media.

"One thing we're discussing is whether it would be better to receive recommendations or advice from someone people know and trust personally, like a friend or the university president, or from someone like the Centers for Disease Control and Prevention, which is an authority on the subject but has no personal connection to most people," Scoglio said. "It may be something where a best friend has more influence than a public health official."

The team's first study, "On the existence of a threshold for preventative behavioral responses to contain epidemic spreading," was recently published in the open-source Scientific Reports journal. Sahneh was the lead author. The study found that if individuals quickly adopt the appropriate preventative behavior, a growing infection can be contained. In December, Sahneh is presenting new findings on an optimal dissemination network of health information to the scientific community at the 51st IEEE Conference on Decision and Control. Results suggest that not only vaccinating critical individuals, but also facilitating the circulation of health information to and from those critical individuals greatly helps in suppressing infectious diseases.

The team's first study, "On the existence of a threshold for preventative behavioral responses to contain epidemic spreading," was recently published in the open-source Scientific Reports journal. Sahneh was the lead author. The study found that if individuals quickly adopt the appropriate preventative behavior, a growing infection can be contained. In December, Sahneh is presenting new findings on an optimal dissemination network of health information to the scientific community at the 51st IEEE Conference on Decision and Control. Results suggest that not only vaccinating critical individuals, but also facilitating the circulation of health information to and from those critical individuals greatly helps in suppressing infectious diseases.

UN climate talks open in Qatar

DOHA, Qatar (AP) ? U.N. talks on a new climate pact resumed Monday in oil and gas-rich Qatar, where negotiators from nearly 200 countries will discuss fighting global warming and helping poor nations adapt to it.

The two-decade-old talks have not fulfilled their main purpose: reducing the greenhouse gas emissions that scientists say are warming the planet.

Attempts to create a new climate treaty failed in Copenhagen three years ago but countries agreed last year to try again, giving themselves a deadline of 2015 to adopt a new treaty.

A host of issues need to be resolved by then, including how to spread the burden of emissions cuts between rich and poor countries. That's unlikely to be decided in the two-week talks in the Qatari capital of Doha, where negotiators will focus on extending the Kyoto Protocol, an emissions deal for industrialized countries, and trying to raise billions of dollars to help developing countries adapt to a shifting climate.

"We all realize why we are here, why we keep coming back year and after year," said South Africa Foreign Minister Maite Nkoana-Mashabane, who led last year's talks in Durban, South Africa. "We owe it to our people, the global citizenry. We owe it to our children to give them a safer future than what they are currently facing."

The U.N. process is often criticized, even ridiculed, both by climate activists who say the talks are too slow, and by those who challenge the scientific near-consensus that the global temperature rise is at least partly caused by human activity, primarily the burning of fossil fuels like coal and oil.

The concentration of greenhouse gases such as carbon dioxide has jumped 20 percent since 2000, according to a U.N. report released last week. The report also showed that there is a growig gap between what governments are doing to curb emissions and what needs to be done to protect the world from potentially dangerous levels of warming.

The goal of the U.N. talks is to keep the global temperature rise under 2 degrees C (3.6 F), compared to pre-industrial times.

But efforts taken so far to rein in emissions, reduce deforestation and promote clean technology are not getting the job done. A recent projection by the World Bank showed temperatures are expected to increase by up to 4 degrees C (7.2 F) by 2100.

"Climate change is no longer some distant threat for the future, but is with us today," said Greenpeace climate campaigner Martin Kaiser, who was also at the Doha talks. "At the end of a year that has seen the impacts of climate change devastate homes and families around the world, the need for action is obvious and urgent."

Dangerous warming effects could include flooding of coastal cities and island nations, disruptions to agriculture and drinking water, the spread of diseases and the extinction of species.

Many scientists also say that extreme weather events, such as Hurricane Sandy's onslaught on the U.S. East Coast, will become more frequent as the Earth warms, although it is impossible to attribute any individual event to climate change.

The Kyoto Protocol, adopted in 1997, is the most important climate agreement reached in the U.N. process so far. It expires this year, so negotiators in Doha will try to extend it as a stopgap measure until a wider deal can be reached.

The problem is that only the European Union and a handful of other countries ? that together are behind less than 15 percent of global emissions ? are willing to put down emissions targets for a second commitment period of Kyoto.

The U.S. rejected Kyoto because it didn't impose any binding commitments on major developing countries such as India and China, which is now the world's No. 1 carbon emitter. The U.S. and other Western countries insist that the firewall in the climate talks between developing and developed countries must be removed so that the new treaty can apply to all nations.

China and other developing countries want to maintain a clear division, saying climate change is mainly a legacy of Western industrialization and that their own emissions must be allowed to grow as their economies expand, lifting millions of people out of poverty.

That discord scuttled attempts to forge a climate deal in Copenhagen in 2009 and risks a relapse in Doha as talks begin on a new global deal that is supposed to be adopted in 2015 and implemented in 2020.

The rich-poor divide is also deepened by arguments over climate aid meant to help developing countries convert to cleaner energy sources and adapt their infrastructure to rising sea levels and other effects of global warming.

Man behind anti-Islam film that stoked riots has no regrets: New York Times

(Reuters) - The Egyptian-born Coptic Christian who made the anti-Islam film that sparked protests across the Muslim world has no regrets about his insulting portrayal of the Prophet Mohammad, according to an interview with the New York Times.

In his first public comments since the 14-minute trailer for his film, "Innocence of Muslims," gained notoriety in September, Mark Basseley Youssef told the newspaper he wanted to reveal what he called "the actual truth" about Mohammad and raise awareness of the violence committed "under the sign of Allah."

The film portrayed Mohammad as a womanizer, ruthless killer and child molester. The film touched off a torrent of anti-American unrest in Arab and Muslim countries. For many Muslims, any depiction of the prophet is considered blasphemous.

In explaining his reasons for the film, he cited "atrocities" by Muslims. After a Muslim gunman killed 13 people at Fort Hood, Texas in 2009, "I became even more upset and enraged," he said in written comments conveyed to the Times through his attorney. A Times request to interview him in person was blocked by prison authorities.

"I thought, before I wrote this script that I should burn myself in a public square to let the American people and the people of the world know this message that I believe in," said Youssef.

Youssef, a former gasoline station owner identified in some public records by his birth name, Nakoula Basseley Nakoula, received a one-year prison sentence in early November for violating terms of his 2011 supervised release from prison on a bank fraud conviction. In the course of making the film, he made use of false identities and lied to his probation officer, both of which were prohibited under his probation.

As early as 2008, Youssef had completed a brief treatment for his movie, which he originally wanted to call "The First Terrorist." After going through five versions of the script, he raised $80,000 to finance the film, apparently through his second ex-wife's Egyptian family and donations from other Copts.

The shoot for "Innocence of Muslims" lasted only 15 days. Although only the film's 14-minute trailer has been released online, a feature-length movie does exist, running about one hour and 40 minutes, the newspaper said.

Some actors were under the impression that they were performing in an adventure drama called "Desert Warriors" whose villain was named George. Youssef, who worked on the film under the alias Sam Baccil, later dubbed the name Muhammad whenever an actor said George.

At least one actress has sued Youssef, claiming her image and reputation were harmed and her safety put in jeopardy, citing a religious edict she said an Egyptian cleric had issued against anyone connected with the movie. Youssef, however, has no qualms about how he handled the cast.

"They had signed contracts before they went in front of any camera, and these contracts in no way prevented changes to the script or movie," Youssef told the New York Times.

Larry Hagman dead at 81, portrayed notorious TV villain J.R. Ewing

(Reuters) - Larry Hagman, who created one of American television's most supreme villains in the conniving, amoral oilman J.R. Ewing of "Dallas," died on Friday, according to a co-star. He was 81.

Hagman died at a Dallas hospital of complications from his battle with throat cancer, the Dallas Morning News reported, quoting a statement from his family. He had suffered from liver cancer and cirrhosis of the liver in the 1990s after decades of drinking.

Linda Gray, who played J.R.'s long-suffering wife, Sue Ellen, was with Hagman in Dallas when he died, the actress' spokesman, Jeffrey Lane, said in an email.

"Larry Hagman was my best friend for 35 years," Gray said in a statement. "He was the Pied Piper of life and brought joy to everyone he knew. He was creative, funny, loving and talented, and I will miss him enormously."

Hagman's mother was stage and movie star Mary Martin and he became a star himself in 1965 on "I Dream of Jeannie," a popular television sitcom in which he played Major Anthony Nelson, an astronaut who discovers a beautiful genie in a bottle.

"Dallas," which made its premiere on the CBS network in 1978, made Hagman a superstar. The show quickly became one of the network's top-rated programs, built an international following and inspired a spin-off, imitators and a revival in 2012.

"Dallas" was the night-time soap-opera story of a Texas family, fabulously wealthy from oil and cattle, and its plot brimmed with back-stabbing, double-dealing, family feuds, violence, adultery and other bad behavior.

In the middle of it all stood Hagman's black-hearted J.R. Ewing - grinning wickedly in a broad cowboy hat and boots, plotting how to cheat his business competitors and cheat on his wife. He was the villain TV viewers loved to despise during the show's 356-episode run from 1978 to 1991.

"I really can't remember half of the people I've slept with, stabbed in the back or driven to suicide," Hagman said of his character in Time magazine.

In his autobiography, "Hello Darlin': Tall (and Absolutely True) Tales About My Life," Hagman wrote that J.R. originally was not to be the focus of "Dallas" but that changed when he began ad-libbing on the set to make his character more outrageous and compelling.

'WHO SHOT J.R.?'

To conclude its second season, the "Dallas" producers put together one of U.S. television's most memorable episodes in which Ewing was shot by an unseen assailant. That gave fans months to fret over whether J.R. would survive and who had pulled the trigger. In the show's opening the following season, it was revealed that J.R.'s sister-in-law, Kristin, with whom he had been having an affair, was behind the gun.

Hagman said an international publisher offered him $250,000 to reveal who had shot J.R. and he considered giving the wrong information and taking the money, but in the end, "I decided not to be so like J.R. in real life."

The popularity of "Dallas" made Hagman one of the best-paid actors in television and earned him a fortune that even a Ewing would have coveted. He lost some of it, however, in bad oil investments before turning to real estate.

"I have an apartment in New York, a ranch in Santa Fe, a castle in Ojai outside of L.A., a beach house in Malibu and thinking of buying a place in Santa Monica," Hagman said in a Chicago Tribune interview.

An updated "Dallas" series began in June 2012 on the TNT network with Hagman reprising his J.R. role with original cast members Gray, who played J.R.'s wife, and Patrick Duffy, who was his brother Bobby. The show was to focus on the sons of J.R. and Bobby.

Hagman had a wide eccentric streak. When he first met actress Lauren Bacall, he licked her arm because he had been told she did not like to be touched and he was known for leading parades on the Malibu beach and showing up at a grocery store in a gorilla suit. Above his Malibu home flew a flag with the credo "Vita Celebratio Est (Life Is a Celebration)" and he lived hard for many years.

In 1967, rock musician David Crosby turned him on to LSD, which Hagman said took away his fear of death, and Jack Nicholson introduced him to marijuana because Nicholson thought he was drinking too much.

Hagman had started drinking as a teenager and said he did not stop until the moment in 1992 when his doctor told him he had cirrhosis of the liver and could die within six months. Hagman wrote that for the past 15 years he had been drinking about four bottles of champagne a day, including while on the "Dallas" set.

LIVER TRANSPLANT

In July 1995, he was diagnosed with liver cancer, which led him to quit smoking, and a month later he underwent a liver transplant.

After giving up his vices, Hagman said he did not lose his zest for life.

"It's the same old Larry Hagman," he told a reporter. "He's just a littler sober-er."

Hagman was born on September 21, 1931, in Weatherford, Texas, and his father was a lawyer who dealt with the Texas oil barons Hagman would later come to portray. He was still a boy when his parents divorced and he went to Los Angeles with Martin, who would become a big name in Hollywood and a Tony winner on Broadway, where she starred in "Peter Pan" and "The Sound of Music."

Hagman eventually landed in New York to pursue acting, making his stage debut there in "The Taming of the Shrew." In New York, he married Maj Axelsson in 1954 while they were in a production of "South Pacific. The marriage produced two children, Heidi and Preston.

Hagman served in the Air Force, spending five years in Europe as the director of USO shows, and on his return to New York he took a starring role in the daytime soap "The Edge of Night." His breakthrough came in 1965 when he landed the "I Dream of Jeannie" role opposite Barbara Eden.

In his later years, Hagman became an advocate for organ transplants and an anti-smoking campaigner. He also was devoted to solar energy, telling the New York Times he had a $750,000 solar panel system at his Ojai estate, and made a commercial in which he portrayed a J.R. Ewing who had forsaken oil for solar power. He was a longtime member of the Peace and Freedom Party, a minor leftist organization in California.

Hagman told the Times that after death he wanted his remains to be "spread over a field and have marijuana and wheat planted and harvest it in a couple of years and then have a big marijuana cake, enough for 200 to 300 people. People would eat a little of Larry."

Congo's government won't negotiate unless rebels leave Goma

Congolese President?Joseph Kabila?met with M23 for the first time on Saturday after an urgent summit in?Uganda?where regional leaders gave M23 two days to leave?Goma, which the rebels seized six days ago after U.N.-backed government troops melted away.

The rebels say they plan to march on other cities in the east, and then strike out across the country to the capital?Kinshasa, across 1,000 miles (1,600 km) of dense jungle with few roads, a daunting feat achieved 15 years ago by Kabila's father.

Amani Kabasha, a spokesman for M23's political arm, welcomed the meeting with Kabila but questioned the government's resolve to end a crisis that risks engulfing the region.

10,000 march in Dublin against next Irish budget

DUBLIN (AP) ? About 10,000 socialist protesters marched Saturday through Dublin in opposition to government plans to unveil Ireland's sixth straight austerity budget.

The capital's major boulevard, O'Connell Street, was filled in both directions with marchers, some donning ghostly white masks and Santa hats.

The demonstrators were from a wide range of anti-tax campaigns, labor unions and community groups, most of them with a hard-left bent. Many bore banners denouncing government leaders and vowing not to pay new and future tax hikes.

"The government can't be given a free hand to cut whatever they like. You have to be willing to get out on the streets and do something," said Lizzy Stringer, a 26-year-old school assistant who marched in a hand-made protest suit emblazoned with words summarizing the personal despair behind Ireland's debt crisis: hunger, depression, suicide.

The parade mixed darker themes with gallows humor. A rider on horseback in white mask and black cape depicting Death led the parade, while the horse had a "no to austerity" banner round its neck.

On placards Irish leaders were portrayed as serpents, with pleas to St. Patrick to return and banish them from Ireland. Marchers donned Santa hats, some bearing the slogan "No no no!" rather than ho ho ho, and warned that the government wanted to play Grinch and steal Christmas.

Ireland faces more protests in the buildup to the Dec. 5 budget, when the government of Prime Minister Enda Kenny is committed to unveiling a further ?3.5 billion ($4.5 billion) in spending cuts and tax hikes in this country of 4.6 million.

Ireland already has pledged to keep imposing annual cuts and tax hikes through at least 2015 as part of its austerity program, begun in 2009, to combat yawning deficits and fund a colossally expensive bank rescue program. Ireland's long-booming economy plunged in 2008 as credit-fueled property speculation collapsed, forcing Ireland to nationalize five of its six banks.

Ireland faced the risk of national bankruptcy in 2010 when it was forced to negotiate an international bailout. The last of the ?67.5 billion borrowed from European Union partners and the International Monetary Fund is scheduled to be spent next year, by which time Ireland is supposed to be borrowing normally again on bond markets. It has begun to dip its toe back into those markets since the summer.

While many on Saturday's march called for sterner action such as national strikes, labor leaders here have sought instead to negotiate with the government in hopes of minimizing job losses and pay cuts.

That tension between a radical grassroots and cautious leadership was obvious as union leaders tried to speak from a makeshift stage in front of Dublin's colonnaded General Post Office, but were interrupted by hecklers chanting "Strike!"

U.S. stocks are opening higher on Black Friday, the unofficial start of the holiday shopping season.
