French police press besieged gunman to surrender

TOULOUSE, France (AP) ? Riot police set off explosions outside an apartment building early Thursday in an effort to force the surrender of a gunman who boasted of bringing France "to its knees" with an al-Qaida-linked terror spree that killed seven people.

Hundreds of heavily armed police, some in body armor, surrounded the five-story building in Toulouse where the 24-year-old suspect, Mohamed Merah, had been holed up since the pre-dawn hours of Wednesday.

As midnight approached, three explosions were heard and orange flashes lit up the night sky near the building. An Interior Ministry official said the suspect had gone back on a previous pledge to turn himself in ? and that police blew up the shutters outside the apartment window to pressure him to surrender.

Sporadic blasts and bursts of gunfire rang out throughout the night, though officials insisted no full-out assault was under way. "It's not as simple as that. We are waiting," the Toulouse prosecutor, Michel Valet, told The Associated Press.

Authorities said the shooter, a French citizen of Algerian descent, had been to Afghanistan and Pakistan, where he claimed to have received training from al-Qaida.

They said he told negotiators he killed a rabbi and three young children at a Jewish school on Monday and three French paratroopers last week to avenge the deaths of Palestinian children and to protest the French army's involvement in Afghanistan, as well as a government ban last year on face-covering Islamic veils.

"He has no regrets, except not having more time to kill more people and he boasts that he has brought France to its knees," Paris Prosecutor Francois Molins told a news conference.

French authorities ? like others in Europe ? have long been concerned about "lone-wolf" attacks by young, Internet-savvy militants who self-radicalize online since they are harder to find and track. Still, it was the first time a radical Islamic motive has been ascribed to killings in France in years.

Merah espoused a radical brand of Islam and had been to the Afghanistan-Pakistan region twice and to the Pakistani militant stronghold of Waziristan for training, Molins said.

He said the suspect had plans to kill another soldier, prompting the police raid.

The standoff began after a police attempt at around 3 a.m. Wednesday to detain Merah erupted into a firefight. Two police were wounded, triggering on-and-off negotiations with the suspect that lasted into the night.

As darkness fell, police cut electricity and gas to the building, then quietly closed in to wait out the suspect.

Authorities were "counting on his great fatigue and weakening," said Didier Martinez of the SGP police union, adding the siege could go on for hours. Street lights were also cut, making Merah more visible to officers with night vision goggles in case of an assault.

The gunman's brother and mother were detained early Wednesday. Molins said the 29-year-old brother, Abdelkader, had been implicated in a 2007 network that sent militant fighters to Iraq, but was never charged.

The siege was part of France's biggest manhunt since a wave of terrorist attacks in the 1990s by Algerian extremists. The chase began after France's worst-ever school shooting Monday and two previous attacks on paratroopers beginning March 11, killings that have horrified the country and frozen campaigning for the French presidential election next month.

French President Nicolas Sarkozy, who has played up nationalist themes in his bid for a second term, vowed to defend France.

"Terrorism will not be able to fracture our national community," Sarkozy declared Wednesday on national television before heading to funeral services for the two paratroopers killed and another injured last week in Montauban, near Toulouse.

The suspect repeatedly promised to turn himself in, then halted negotiations. Cedric Delage, regional secretary for a police union, said police were prepared to storm the building if he did not surrender.

After bouts of deadly terrorist attacks in France in the 1980s and 1990s, France beefed up its legal arsenal ? now seen as one of the most effective in Western Europe and a reference for countries including the U.S. after the Sept. 11 attacks.

Sarkozy's office said President Barack Obama called him Wednesday to express condolences to the families of the victims and praise French police for tracking down the suspect. The statement said France and the United States are "more determined than ever to fight terrorist barbarity together."

In recent years, French counterterrorism officials have focused mainly on al-Qaida in the Islamic Maghreb, the North African affiliate of Osama bin Laden's network that has its roots in an insurgent group in Algeria, a former French colony.

Molins said Merah's first trip to Afghanistan ended with him being picked up by Afghan police "who turned him over to the American Army who put him on the first plane to France."

He said Merah bragged to authorities that he planned more attacks inside France.

"He had foreseen other killings, notably he foresaw another attack this morning, targeting a soldier," Molins said, adding Merah also planned to attack two police officers. "He claims to have always acted alone."

Merah has a long record as a juvenile delinquent with 15 convictions, Molins added.

An Interior Ministry official, speaking on condition of anonymity, said Merah had been under surveillance for years for having "fundamentalist" Islamic views.

During the standoff, police evacuated the five-story building, escorting residents out using the roof and fire truck ladders. The suspect's apartment was on the ground floor of the postwar building, locals said.

French authorities said Merah threw a Colt .45 handgun used in each of the three attacks out a window in exchange for a device to talk to authorities, but had more weapons, including an AK-47 assault rifle. Interior Minister Claude Gueant said other weapons had been found in his car.

"The main concern is to arrest him, and to arrest him in conditions by which we can present him to judicial officials," Gueant added, explaining authorities want to "take him alive ... It is imperative for us."

Delage said a key to tracking Merah was the powerful Yamaha motorcycle he reportedly used in all three attacks ? a dark gray one that had been stolen March 6. The frame was painted white, the color witnesses saw in the school attack.

According to Delage, one of Merah's brothers went to a motorcycle sales outfit to ask how to modify the GPS tracker, raising suspicions. The vendor then contacted police.

The shooter has proved to be a meticulous operator. At the site of the second paratrooper killing, police found the clip for the gun used in all three attacks ? but no fingerprints or DNA on it.

Those slain at the Jewish school, all of French-Israeli nationality, were buried in Israel on Wednesday as relatives sobbed inconsolably. The bodies of Rabbi Jonathan Sandler, his sons Arieh, 5, and Gabriel, 3, and 8-year-old Myriam Monsenego had been flown there earlier in the day.

At the funeral, Myriam's eldest brother, Avishai, in his 20s, wailed and called to God to give his parents the strength "to endure the worst trial that can be endured."

Palestinian Prime Minister Salam Fayyad denounced the deadly shooting attack at the Jewish school and condemned the link to Palestinian children.

"It's time for criminals to stop using the Palestinian cause to justify their terrorist actions," Fayyad said in a statement. "The children of Palestine want nothing but dignified lives for themselves and for all the children."

Before he was killed last year, bin Laden stressed the importance of focusing on the Palestinian cause. In what is believed to be a draft letter to al-Qaida's top lieutenant, the al-Qaida leader wrote about the need for the terror group's affiliates to tie their operations to broad concern for Palestine instead of local grievances, according to declassified documents obtained in last year's bin Laden raid that were reviewed by the Washington Post.

(AP) ? After two Deep South losses, Mitt Romney is intensifying his campaign efforts in the economically challenged Midwest ? a friendly region for him ? in hopes of regaining his front-runner's momentum when Illinois holds its Republican presidential primary Tuesday.

But the race for Illinois and its cache of 54 delegates is tighter than might have been expected, thanks to Rick Santorum's recent rise in opinion polls. And President Barack Obama, the Democrat they both hope to oust, is making his presence felt, too, in his adopted home state.

Romney is clearly mindful of the threat from Santorum. He and his allies are pouring money into the state, near Michigan where he grew up and his father was governor. Romney won the Michigan primary on Feb. 28.

Logistically, he's also looking to take advantage of Santorum's failure to get the signatures needed to ensure he's on the ballot statewide in Illinois.

And Romney's on the attack.

"We are not going to be successful in replacing an economic lightweight if we nominate an economic lightweight," the former Massachusetts governor said Friday during an early morning stop in suburban Rosemont near Chicago. The criticism, focusing on the economy, which is the voters' No. 1 concern, was a one-two punch against both President Barack Obama and Republican Santorum. "I am an economic heavy weight, and I know how to fix this economy," Romney declared.

Romney also began airing a television advertisement in Illinois accusing Santorum, a former two-term senator, of having little understanding of the economy. And he began airing a radio ad pointing to Santorum's crushing defeat for re-election in 2006. Santorum lost his seat in Pennsylvania to Democrat Bob Casey by 18 percentage points.

Santorum, just back from campaigning in Puerto Rico for Sunday's primary there, sounded confident despite Romney's heavy organizational and advertising edge ? and unconcerned about the criticism of his economic acumen.

Appearing at a Hispanic grocery store in Prospect Heights, Ill., he shot back at his rival.

"I believe in a light touch of government where Governor Romney believes in a very heavy touch," Santorum said. "So he is an economic government heavyweight."

Obama was fundraising and campaigning in Illinois, too, on Friday and taking his own shots at the Republicans ? for negative campaigning.

Noting he was in "the land of Lincoln," Obama said the Republicans weren't exactly appealing to ? in the Civil War president's words ? "the better angels of our nature." He told his audience at a fundraiser in Chicago, "I'm thinking maybe some Lincoln will rub off on them while they're here."

In a wry reference to the heated Republican race, he said, "We've got some guests in Illinois this week. Apparently they have not wrapped up on the other side."

Romney, after Illinois, headed to campaign in Puerto Rico, where he's hoping to win Sunday's primary.

Santorum faces the same obstacles in Illinois that he has in previous contests ? a lack of money and campaign organization. But his message that he's the true conservative in the race could resonate strongly in the rural areas of the state. He was spending Friday and Saturday campaigning in some of Illinois' small towns, including Effingham.

Illinois is the highest profile contest of the coming week, and it kicks off a two-week series of five contests before an April lull in the GOP nomination fight that could well stretch into summer. As Obama focuses on the general election, Romney is struggling to clinch the GOP nomination, even though he's well ahead in the fight for delegates to the August GOP national convention. He needs to win 1,144, and is on pace to secure that number by June.

Despite his delegate lead, Romney has recently won only peripheral contests in U.S. territories and he hasn't won a primary since winning six of 10 states on Super Tuesday some 10 days ago. So he's turning to Illinois to right his course in a state that's being seriously contested only by Santorum and him. The resumption of voting in the upper Midwestern states, with Wisconsin following close behind Illinois on April 3, could be pivotal for the GOP front-runner. Maryland and the District of Columbia also hold primaries on April 3, as the voting enters its fourth month.

Illinois was in the spotlight Friday, with Romney, Santorum and the man they hope to get the chance to challenge all appearing in the state.

In the GOP race here, it's all but down to two men, with recent polls in Illinois showing Romney leading Santorum by a small margin.

Former House Speaker Newt Gingrich, badly damaged after losses in Alabama and Mississippi on Tuesday, campaigned in the Chicago area this week. But the former Georgia congressman was in Louisiana on Friday. Longshot Texas Rep. Ron Paul has campaigned little in Illinois, though he headlined a rally at the University of Illinois on Wednesday. Neither contender was advertising in the state.

In contrast, Romney and his allies are dominating Illinois' expensive TV airwaves. His campaign was airing about $1 million in TV ads this week, and a political action committee that supports him was spending $2.4 million on an ad aimed at undermining Santorum's appeal as a conservative. The ad notes Santorum's past support for earmark spending, raising the debt limit and allowing felons to obtain the right to vote.

Looking ahead in the upper Midwest, the pro-Romney group, Restore Our Future, also has begun airing ads criticizing Santorum in Wisconsin.

In Illinois, Santorum and a group that supports him ? Winning Our Future ? were spending only about one-fifth of the pro-Romney advertising. The pro-Santorum group was on the air in Louisiana, looking to counter an onslaught of negative ads by the pro-Romney group.

Romney's message is focused squarely on the economy in Illinois, where unemployment was 9.3 percent in February, the eighth-highest in the country.

"Romney will do well in the Chicago suburbs. Santorum will do well deep downstate," said Dan Curry, a Republican strategist and veteran of several statewide campaigns. "Illinois has its own unique nature that really matches the country."

While Chicago dominates Illinois politics, the Republican primary electorate is divided evenly between the GOP-heavy suburbs and the rural and southern reaches outside the metro area.

Santorum, who won primaries in Alabama and Mississippi on Tuesday, is banking on his appeal to rural conservatives, including the evangelical base in central and southern Illinois. Santorum, who also won the Tennessee primary on March 6, will include on his statewide tour Saturday a stop in Herrin, Ill., a town 100-miles closer to Memphis than it is to Chicago.

The 54 delegates at stake Tuesday are directly elected by voters, while 15 more will be named at the state party convention in June.

Romney has been the most aggressive cultivating the state, although the last time he set foot in the state was November when he held a fundraiser.

He has lined up Republican establishment figures. Sen. Mark Kirk, state Treasurer Dan Rutherford, Rep. Aaron Schock and state GOP chairman Pat Brady have endorsed Romney. The familiar names, who are on the ballot as Romney delegates, give Romney an edge in an election where voters actually select delegates.

Romney, who has flexed his campaign organization to narrow victories in Michigan and Ohio, has fielded a full slate of delegates in all 18 of Illinois' congressional districts.

Santorum has struggled to organize and was unable to field delegates in four Illinois districts, where a total of 10 delegates are at stake Tuesday.

Avaya expands videoconferencing line - Page 1 - Voice, Data, and IP

Avaya Inc.is expanding its videoconferencing and telepresence lineup by striking a deal to buy Israel-based Radvision Ltd. for about US$230 million.

In a news release this morning Avaya said the acquisition will provide customers an integrated and interoperable suite of easy to use, high-definition video collaboration products, with the ability to plug and play multiple mobile devices such as Apple?s iPad and Google Android tablets.

Upon closing, Radvision's enterprise video infrastructure and endpoints will be integrated with Avaya's Aura unified communications platform. The result will be a lineup that will accelerate the adoption of video collaboration, say the companies.

?Radvision has a lot of great open modular technology that will fit in with Avaya?s unified communications collaboration suite,? said Forrester Research analyst Henry Dewing. ?It will allow Avaya to win some deals they haven?t been doing as well in, and open some service provider markets.?

He anticipates Avaya will keep its relationships with competing UC providers such as Polycom, Lifesize and Microsoft in terms of interoperability.

The Radvision portfolio, built around its Scopia video product line, includes a range of videoconferencing products for enterprises, small business and service providers. ?That includes the three-screen XT Telepresence system which can be controlled from an iPad.

Scopia runs standards-based applications on an open infrastructure, with endpoints for ad-hoc and scheduled videoconferencing.

At the close of the transaction, Radvision and Avaya channel partners will be positioned to deliver complete UC video integration, operational support, and professional services, the companies said.

In the transaction, which has been approved by each company's boards, Radvision shareholders will receive US$11.85 per share, valuing the transaction at approximately US$230 million. The acquisition is expected to close within approximately 90 days assuming the satisfaction of agreed-upon closing conditions.

"Customers demand a rich, collaborative user experience that is interoperable and easy to use,"? Avaya CEO Kevin Kennedy said in a statement. "In addition, we believe this transaction will leverage a highly-skilled, incredibly talented and experienced workforce ready to deliver video to enterprise customers. With this acquisition we will seek to extend videoconferencing to any device, anytime, anywhere, making it as easy as a phone call, seizing the opportunity to deliver a fully-integrated solution and architecture that we believe sets us apart from the competition."

Baseball Hitting Charts ? What Are They?

Baseball hitting charts is just one name used to describe charts that are kept to record pitching and hitting match ups in baseball games. Other names are pitching charts, hitting spray charts and hitting zone charts. All these different names are about the same type of chart. Basically the big difference is who the chart is being kept for. Who is going to receive the benefit of reading these charts?

The Pitcher and Batter Duel

?Baseball is a team sport, but nothing happens in the game until the pitcher and batter settle their duel.? Until the batter hits it, misses it, gets hit or walks, it is a one on one battle. The pitcher is trying to strike out the batter or get him to pop it up or hit a ground ball. Maybe his baseball hitting chart says he will pop up on certain pitchers.

?The batter wants to knock it out of the park or hit to the right side to move the runner.

He checks the baseball hitting charts trying to figure out what type of pitch this pitcher might throw. If a batter gets behind in a count, meaning he has more strikes on him than balls, does he throw a fastball or change up? What does the chart say?

?It is the classic showdown. The pitchers win more often than not. But some batters win often enough to strike fear into most pitchers. A great hitter will average a hit every third at bat. And some hitters get hotter when the game is on the line. And pitchers know this.

?The Pitcher and the Batter Both Want an Edge Over the Other

?So of course the pitcher and batter want any "edge" they can get on these match ups. This is where the baseball hitting charts come in handy. Pitchers want to know what type of pitch the batter has the most success with.

Does he hit curveballs very well? Do inside pitches bother him? Is there a chance he might bunt? And the batter would like to have an idea what pitch might be coming. And is it more likely the pitch will be down or up in the strike zone?

?Three Groups of People Read Charts

?There are three groups of people that baseball hitting charts are kept for. The first group, pitchers, are usually charted by other pitchers on their team and their charts are usually called pitching charts. Pitchers stats are then combined into two different sets of information.

?The first set of information is an overall set of stats on all the pitcher's performances. Pitching coaches are looking for a trend in each pitcher's performance. Do they throw first strike pitches, which is real important. When they get tired do they start to pitch a little higher in the strike zone? They are looking for any information to help the pitcher overall.

?The second set of information is kept on each batter that the pitcher has faced. Is this batter hitting outside or inside pitches off this pitcher? Does he like the ball down or up? When this pitcher is about to face a team with this batter on it, these charts are pulled out and reviewed.

?Batters are the second group of people that baseball hitting charts are kept for. The idea here is to compile a history of at bats for each hitter and look for trends. The person charting the at bats needs to record the pitch type, pitch location, the at bat count (balls and strikes) and record the hit.

?Some people use different colored pencils for ground balls, pop ups, fly balls and line drives. Or they draw the lines differently, such as straight, with dashes, with dashes and dots, or some other method. Just so the person reading the baseball hitting chart can tell where the batted ball went, and what kind of hit it was.

?And the last group of people using baseball hitting charts is scouts. They may be tracking a pitcher or hitter for various reasons. Their team might be playing the pitcher or hitter's team soon. Or the scout's team may be interested in making a trade for the player. For either reason the scout wants to find the strengths, weaknesses and trends in a particular pitcher or hitter.

?Charts Are Kept at Every Major League Game

?In professional baseball, hitting charts are kept on every at bat in every game. For sure both teams playing are charting their players and the opposing players. And more often than not there are other scouts at the game tracking the at bats.

China to speed up economic reform to cushion risks: Wen

BEIJING (Reuters) - China will speed up economic reforms and let its currency float more freely in a bid to make growth more sustainable and cushion the country against external pressures and property market risks, Premier Wen Jiabao said on Wednesday.

Wen said China's decision to cut its economic growth target to 7.5 percent for 2012 from the 8 percent eyed in each of the previous eight years was necessary to help transform the economy, and create more widespread wealth while keeping inflation under control.

"Due to the European debt crisis and a shrinking external market, there are downward pressures on the Chinese economy. Under such circumstances, we lowered the growth rate target mainly to allow for structural adjustment," the 69-year old Wen told reporters at the end of the annual parliament session punctuated by signs of a slowing economy.

"We will step-up exchange rate reforms, especially in increasing two-way fluctuations."

Trading in Hong Kong's non-deliverable forwards market showed two-way fluctuations in expectations of the yuan's value, signaling that the yuan "is possibly near an equilibrium level", added Wen.

Wen said reforms to China's political system are needed to address the country's economic problems, but they had to be gradual and orderly. He said social and legal injustice were causing discontent in Chinese society.

He also said China's home prices remained far from falling to a reasonable level, and efforts to curb real estate speculation must be maintained or risk chaos and a property bubble which would harm the economy if it burst.

"If we relaxed, all we have achieved would lost and it would cause chaos in the property market, which is bad for the long-term, healthy and stable development of the housing market," Wen said, adding that reasonable housing prices should reflect personal income, investment and reasonable profits.

ECONOMIC HEADWINDS

Wen retires next year along with President Hu Jintao, and recent data suggest the economic headwinds they face at home and abroad in their final year in power will complicate the ruling Communist Party's focus on maintaining stability.

At the opening of the meeting last week, Wen cut China's annual economic growth target in part to create some leeway to rebalance the economy and defuse price pressures in the run up to the leadership transition that begins later this year.

Lower growth will allow Beijing to reform key price controls without causing an inflation spike, so monetary policy can stay broadly expansionary to ensure a steady flow of credit to the small and medium-sized firms the government wants to encourage.

Inflation hit a three-year high of 6.5 percent in July and was above the government's 4 percent target in every month of 2011. Wen has maintained the target for this year and consumer prices are up an average of 3.9 percent on year-ago levels in the first two months of 2012.

The growth and inflation trade-off is particularly pointed as most of China's 1.3 billion people are poor, its 800 million workers are mainly low paid and an estimated 10 percent of the population live on less than $1 per day. They feel the pinch of rising prices, especially for food, acutely.

TRADE, ECONOMY SLOWING

Meanwhile foreign demand for goods from China's vast factory sector has suffered as its two biggest markets, the European Union and the United States, struggle to overcome a festering debt crisis and sluggish consumer spending, respectively.

Data released at the weekend showed that China's trade balance plunged $31.5 billion into the red in February, the largest deficit in at least a decade.

About 200 million jobs in China are directly dependent upon overseas demand or foreign-funded investments.

The trade data followed reports on Friday that inflation eased in February while bank lending, retail sales and industrial output growth all cooled more than expected, pointing to slowing of the world's second-biggest economy but not a hard landing.

Economists widely expect 2012 to deliver the slowest full year of growth in the decade that Wen and Hu have been in power.

China's party-run parliament is a regimented show of unity for acclaiming policies, rather than debating them. Officials polled the media for questions ahead of time in an effort to ensure there were no surprises when the premier gives his news conference.

Israelis see Iran "mini-drill" in Gaza flare-up

JERUSALEM (Reuters) - Israel has emerged from the past few days of fighting with Palestinians in Gaza more confident that its advanced missile shield and civil defenses can perform well in any war with Iran.

Describing how the flare-up in violence had provided an impromptu opportunity to test out Israel's defenses, one Israeli official said on Tuesday it gave useful indicators for any potential conflict with Tehran: "In a sense, this was a mini-drill," the official said, speaking on condition of anonymity.

"There are significant differences, of course, but the basic principles regarding the 'day after' scenarios are similar," the official added, alluding to Iran's threat to respond to any "pre-emptive strike" on its nuclear facilities by firing missiles at Israel.

Employing a similar doctrine of pre-emption against Palestinians, Israel killed two senior militants in a Gaza air strike on Friday, accusing them of planning a major attack on its citizens through the territory of neighboring Egypt.

Subsequent violence killed another 23 Palestinians and wounded three Israelis before a truce took hold on Tuesday.

That southern Israel weathered the scores of short-range rockets coming in from Gaza, with sirens summoning around a million citizens to cover and the Iron Dome aerial shield providing extra protection, was savored - warily - by Israeli defense officials.

"The Israeli home front has shown once more that it can deal with the challenges," the armed forces' commander, Lieutenant-General Benny Gantz, told reporters.

Though he described the cumulative threat from surrounding armies and guerrillas as "significant and abundant", Gantz said: "I am convinced that our enemies understand the balance we have between a comfortable defense capability and our offensive capabilities, which we will use as required."

While Iron Dome is deployed against rockets from Gaza, Israel's answer to the bigger, ballistic missiles of Iran and Syria is Arrow II, an interceptor that works in a similar way but at far higher altitudes.

After counting 170 incoming missiles from Gaza over four days, Israeli officials said Iron Dome had shot down 77 percent of those it had identified as a threat. The system does not fire on rockets it calculates will land in empty fields. Developers of the Arrow II, which has so far proved itself only in trials, boast a shoot-down rate for that system of some 90 percent.

PARALYSIS

Uzi Rubin, a veteran of the Arrow program, cautioned, however, against relying too far on such defenses as Iranian missiles, if not intercepted, could wreak far more damage than Gazan rockets, many of which are improvised from drainage pipes.

"We are talking about 750-kg (1,650-lb) warheads, enough to level a city block," Rubin said, noting there would be a greater impact if Iran's allies on Israel's borders -- Syria, Lebanon's Hezbollah guerrillas, and Palestinian militants -- joined in.

Yet some Israeli experts see that axis bending to new domestic political pressures, notably after the popular Arab revolts of the past year, which may reduce the extent to which Tehran can count on their support in any conflict with Israel.

Indeed, Israeli Defense Minister Ehud Barak has recently predicted that "maybe not even 500" of Israel's civilians would die in any counter-attack after a strike on Iran.

Gaza's governing Hamas movement stayed out of the four days of fighting waged by other militants -- a reflection, perhaps, of the powerful Islamist group's placing of domestic interests over any desire by Tehran to bleed Israel by proxy. Hamas's ties with long-time sponsors Iran and Syria have weakened this year.

Sanguine assessments by Israeli defense officials are at odds, however, with disclosures by an opposition lawmaker last month that, despite a government-sponsored fortification drive, almost one in four citizens lacked access to shelters.

Budgetary problems no doubt contributed to the lags in construction, and the economic damage of any conflict with Iran is a factor that those who counsel against over-confidence in defensive systems have highlighted.

Rubin noted that while the flare-up with the lightly armed Palestinians in Gaza had disrupted life and business activity only in Israel's southern periphery, Iran's missiles were easily capable of striking its main industrial hubs -- the Tel Aviv conurbation and Haifa port in the north.

"There would be a total economic paralysis," he said.

If it is planning to attack Iran, which denies seeking the bomb while preaching the Jewish state's destruction, Israel must contend with unprecedented tactical hurdles and the disapproval of the United States -- underwriter of Arrow II and Iron Dome.

Israel would also depend on Washington's grants for the two projects to bear the lopsided cost of each interception -- between $25,000 and $80,000 for Iron Dome, and $2 million and $3 million for Arrow.

Though Israel is widely assumed to have its own atomic arsenal, Prime Minister Benjamin Netanyahu dubs Iran a mortal threat and described the recent Gaza rockets as a harbinger.

"These terrorist attacks, by Islamic Jihad for example, demonstrate the scale of the danger that will be wrought if, God forbid, a nuclear Iran stands behind them," he said on Monday.
